BACKGROUND

The South Water Treatment Plant (SWTP) odor control system uses a dual degasifier and a scrubber tower, which were installed in 1998 and now require rehabilitation to prevent potential interruptions of the water production. In 2024, the internal packing supports of degasifier (A) collapsed, causing the filter media to pass into the clearwell resulting in a 24-hour shutdown. To prevent this type of interruption in the future, the water and sewer department prepared a bid package for the full rehabilitation of the degasifier (B) and the scrubber unit, as well as to complete the rehabilitation work that was done on the degasifier (A) during the emergency in 2024.

 

The overall scope of work includes furnishing and installing new internal platforms and supports, supplying and installing new filter media, vacuuming and disposing of the existing filter media, and painting and coating the entire odor control system including the concrete clearwell walls and deck. The project also involves replacing: the existing acoustic wall, corroded control panels, and disconnects.

 

The goal is to start this project in the summer of 2025, during the low season. The contractor is required to keep at least one degasifier operational throughout the duration of the rehabilitation.

 

The project specifications documents were officially advertised for bid on March 30, 2025. The bid was posted in DemandStar and broadcasted to 814 companies, where 37 companies downloaded the project plans and specifications. On May 6, 2025, the bid was opened, and the City received a total of four bids. Each bid includes an owner-initiated contingency of 10% of the subtotal amount to cover unforeseen expenses.

This initiative was presented during the FY 2025 budget process, in which funding from the City Council was approved.  This initiative is part of the Water and Sewer Department’s 5-year capital improvement program.

 

FUNDING SOURCE / FISCAL IMPACT: This project is funded in the FY25 Capital Improvement Program under GL account 4315336-606300-25070.

Authorize the City Manager to execute a contract with Wes Industries, Inc. for the South Water Treatment Plant Odor Control Rehabilitation Project in the Amount of $884,432.97.
