BACKGROUND

The City receives numerous urgent requests each year from residents regarding sinkholes caused by collapsing City storm sewer outfall pipes located on or adjacent to private property or beneath sidewalks. These outfall pipes are primarily corrugated metal pipes that were installed by the Deltona Corporation during the development of Marco Island in the late 1960s through the 1970s.

 

When such failures occur, they present potential life-safety hazards to pedestrians and residents and pose a risk of collateral damage to adjacent private property, including cracked foundations or slabs of homes, driveways, pool decks, and other structures.

 

Due to the age of the City’s stormwater system and the corrosive coastal environment, these failures occur and require timely repairs to prevent further damage or injury. Maintaining available funding allows the City to respond quickly when hazardous conditions are identified. Repairs are performed using the City’s competitively awarded Public Infrastructure Construction Services contract, which allows qualified contractors to perform emergency or urgent repairs without the delay associated with separate procurement processes.

 

The proposed transfer of funds from the City’s Emergency Reserves will ensure that sufficient funding is available to address urgent stormwater pipe repairs during the remainder of Fiscal Year 2026.

 

 

FUNDING SOURCE / FISCAL IMPACT:

Transfer $600,000 from the City’s Emergency Reserves to the FY26 Capital Improvements Program (CIP) Citywide Drainage Improvements account (Account No. 300-5400-5410-606300-16027).

These funds will be used to address storm sewer repairs that pose potential life-safety hazards or risk of damage to adjacent public or private property. Any expenditures related to these repairs will be considered emergencies, thereby not being constrained by the City’s annual spending cap, and will be brought before City Council for authorization.

 

 

RECOMMENDATION

Authorize the transfer of $600,000 from the City’s Emergency Reserves to the FY26 Capital Improvements Program (CIP) Citywide Drainage Improvements account (Account No. 300-5400-5410-606300-16027) to fund urgent stormwater infrastructure repairs that pose potential life-safety risks or risk of damage to adjacent properties.
