Award of Contract to Douglas N. Higgings, Inc. for the North Marco Water Main Improvements in the Amount of $458,340.00 - Jeffrey E. Poteet, General Manager, Water & Sewer Department
Body

BACKGROUND:
Currently, the North Marco area is served by a combination of 4-inch and 8-inch asbestos cement (AC) water pipe, and 10-inch PVC water pipe. The eastern portions (Port Marco, Snook Inn, Marco Resort, and properties along the east side of Bald Eagle Drive) of the area are in the process of redevelopment. The existing 8-inch and 4-inch asbestos water pipes are nearing the end of their useful life and need replacement.

Anticipating redevelopment in the area, the City Council authorized the engineering design for the replacement of this aging infrastructure. This project consists of replacing the existing asbestos cement water pipe along Bald Eagle Drive from Tampa Place to Palm Street and increasing the pipe size for a 4-inch to 10-inch water pipe from Tampa Place to Lee Ave along the Utility Easement. The project delivers a main water loop that will improve the fire protection flow. Since this project is located in a sensitive area, it is anticipated that an archaeologist will be present during the development of this project.

The construction documents were officially advertised for bid on December 24, 2024. The bid was posted in Demandstar and broadcasted to 1058 companies, where 32 companies download the project plans and specifications. On February 27, 2025, the bid was opened and the City received a total of four bids. Each bid included $50,000 owners-initiated contingency for unforeseen expenses.
