Reconsideration of an Award of Contract to Kimley Horn for Grant Writing Services in the Amount of $75,000 - Casey Lucius, Ph.D., Assistant City Manager
Body
BACKGROUND:
On February 3, 2025 the City Council was presented with the proposals for a grant writer who would focus on water quality grants and land conservation grants within the budgeted amount of $75,000. Per the City's purchasing policy, the City publicized a Request for Proposals (RFP) in November 2024, to acquire grant writing or fundraising services. The proposals were due to the City by December 16, 2024. The City Manager appointed a committee to evaluate the proposals and make a recommendation to City Council. The bids were scored in a meeting that was noticed and open to the public on January 2, 2025. The City received three proposals, with Kimley Horn scoring the highest based on experience, approach, location of offices, references, and price. The other companies that provided proposals were Convergent Nonprofit Solutions and Impact Philanthropy. All proposals and the scoring sheet are attached.
Kimley Horn's original proposal included a cost above the $75,000 budget, but after negotiating with them, they submitted a revised scope of work and revised cost worksheet in the amount of $75,000. The committee recommended awarding a contract to Kimley Horn. This recommendation failed to garner enough votes by the City Council, resulting in a rejection of the bids for this project.
At the February 18, 2025 City Council meeting, Councilor Darrin Palumbo asked for the item to be reconsidered and placed on the next meeting agenda.
FUNDING SOURCE / FISCAL IMPACT: $75,000 is included in the FY25 budget.
RECOMMENDATION: Award a contract to Kimley Horn for grant writing services.
