Authorize the City Manager to issue a Purchase Order to Stantec Consulting Services, Inc. for Professional Engineering Services to Prepare the Reclaimed Water Production Facility Operating Permit Renewal, as Required by the Florida Department of Environmental Protection under F.A.C. Chapter 62-600, in the Amount of $113,356.00 - Jeffrey Poteet, General Manager, Water & Sewer Department
Body
BACKGROUND:
The City of Marco Island's Reclaimed Water Production Facility (RWPF) has a permitted capacity of 4.92 million gallons per day (MGD) maximum monthly flow, utilizing the Modified-Ludzack-Ettinger (MLE) process for domestic wastewater treatment. The plant operates to provide secondary treatment with high-level disinfection and is required to maintain Class I Reliability. The RWPF produces treated effluent, which is primarily disposed of through a reuse land application system. When effluent production exceeds reuse demand, the effluent is alternatively disposed of through an underground injection well system. The land application reuse system consists of an existing slow-rate public-access reuse system, permitted for 2.56 MGD AADF.
The RWPF's 5-year operating permit (FLA014167) expires on February 1, 2026. Specific permit condition VIII.1 requires that operating permit renewals be submitted 180 days prior to the expiration date, which is August 5, 2025. Permit renewal application materials will be prepared as part of this scope of work and submitted to the regulatory agency before August 5, 2025.
Stantec is under the City's continuing professional engineering service Contract (2020-020), which has been extended to October 2026.
Staff have reviewed the proposal and agree that it meets the City's needs, and hereby recommend the award of consulting services to Stantec Consulting Services, Inc.
